The CICA has a requirement that all applications are lodged within two years of the offence being committed. The CICA are quite strict with this requirement and rarely relax this rule but when they do it is usually in relation to crimes of sexual assault/abuse or rape. They understand that, quite often, people who have been abused don’t want to come forward, and it can be a number of years before they are capable of speaking to the police.
